Head of Legal Affairs

Dr Thea Lynn Cesare joined MCAST as Head of Legal Affairs on the 1st August 2025.


Dr Thea Lynn Cesare’s legal career is approaching a decade of professional practice, built on a strong foundation of both academic achievement, and varied legal experience. Her academic journey includes a Bachelor of Laws degree, followed by a Higher Diploma in Legal Procurator and a postgraduate Diploma in Notarial Studies, culminating in a Doctor of Laws. She was conferred to the bar in 2018, having gained experience in the legal field throughout her legal studies. An advocate by profession, she has gained experience leading teams and collaborating with a variety of professionals and organisations, contributing to shared goals with a thoughtful and principled approach.

A firm advocate of equity over equality, Thea remains actively involved in both legal education and social justice initiatives. She brings a charismatic yet focused presence to every role she undertakes, driven by a commitment to excellence, a results-oriented approach, and a genuine desire to make a meaningful impact.

Having dedicated a significant portion of her career to the legal-education sector, Thea is known for her approachable manner and dedication to continuous learning. Rejoining the College to assume a greater scope of responsibility, she brings with her a sense of continuity and a steadfast commitment to the College’s values. Her core values are deeply aligned with those of MCAST, as she remains committed to supporting its people and contributing to the College’s ongoing growth and pursuit of excellence.
